核四封存的意義，其實就是「視為興建中的電廠」，仍需「持續更新」，祥細說明如下： 1、封存計畫將參考美國核管會(NRC)1987.11之Commission Policy Statement on Deferred Plants。 2、依NRC標準：<br> 封存 (暫停興建或暫停運作, deferred plants) 其定義為:… 更多 「持照者停止興建或將運作減低至維護(maintenance)的程度，並不宣布終止，且維持建照有效」。<br> 停止 (terminated plants) 則為永久終止建造。 3、封存期間所有設備均需保存、維護並保持詳細文件紀錄；期間需持續執行品保計畫。<br> 持照者應和管制單位協議訂出封存期間的計畫，其中需包括：應持續進行之事務、組織分工、程序管控 (包括建物現狀及維護、設備及物資維護、維持品保紀錄)。<br> 以上均經NRC核准，並需定期檢驗 (examined periodically)。 4、“Deferred plants of custom or standard design will be considered in the same manner as plants still under construction with respect to applicability of new regulations, guidance, and policies.”<br> 「封存中的電廠應視為興建中之電廠，仍須符合最新的安全規範、操作守則、及政策更新等。」 5、“Regulations that have integral update provisions build into them will be applied to deferred plants, as they are to other plants under construction.”<br> 「有內建之更新條款之規範，亦適用於封存中的電廠，如同適用於興建中之電廠。」
