政府監管與否，一直是個爭論不休的問題。
一個聰明監管的演算法 (是的，演算法) 應該有以下的特質:
1. 對想要達成目的的深入了解。
2. 對目標達成與否的即時量測。
3. 用新資料來調整演算法。
4. 週期性的深入分析演算法的正確性與效果。
例如說，尖峰時間的加價政策是為了善用供給固定的公共財，如停車位與道路。那為什麼不用當下的車流與停放率來調整費率呢?
其中 2 與 4 有賴於開放資料，有些是政府提供的，或是法規要求企業要公開的。
而開放資料，我們才能真的檢視目前做法是不是真的向著要達成的目標前進。
