【非營利組織C4ADS於近期公布了新型態船舶身分漂白(vessel identity laundering)調查報告，指出朝鮮利用自動識別系統(Automatic Identification… 更多 System，AIS)轉換船舶識別，以空殼船舶身分掩護非法船隻行動，或透過多艘船隻同時交換身分，獲取乾淨身分而規避調查；其中也涉及透過欺騙國際海事組織(IMO)所取得註冊，該組織發現註冊清單中，至少有11艘船舶精心策畫的詐欺船舶，更有船齡30年註冊成為新造船之案例，顯示了現有船籍註冊流程中可能的弱點，C4ADS已建議IMO採取更加嚴謹的監管標準、公布除名船舶清單並加強AIS軟硬體標準，防範這些船隻再次漂白，另外也建議聯合國應要求航商定期提交船舶照片和更新船舶資訊，以維護船舶註冊資料。】
