【國際海運總會(ICS)近期數據顯示，二週內陷入船員換班危機之人數增加了五萬多人，更有25萬名勞工因邊境管制陷入困境；此外，波羅的海國際航運公會(BIMCO)以及ICS近期發布報告指出，2026年將產生9萬人左右的潛在船員短缺，儘管自2015年船員供應已成長10.8%，但船上需求船員亦增加，其中又以具備技術經驗及管理層級人員，及油輪及離岸設施最為缺乏，建議航運界應開始加強船員招募及培訓工作，相關單位也應持續監測全世界航運勞動力，以確保STCW船員供應穩定】詳細請參閱來源連結:
