今天，我們要再次告訴國際社會，台灣有能力也有意願，在防疫上為全球貢獻心力！只有加強國際合作，才能阻止疫情蔓延。
　　
在台美共同發表聲明、歐盟也跟中研院共同開發防檢疫技術和疫苗後，目前，許多國家都表達和台灣合作防疫的意願，我已經請 陳建仁 Chen Chien-Jen副總統主責，要以互助的精神，跟世界分享防疫經驗。

這是台灣的國際責任，這也是為了確保全世界能贏得這場戰役。所謂「以疫謀獨」的說法，反映出有些人事事以政治為思考的狹隘心理，無助於疫情的防制。
　　
疫情的蔓延說明了，各國必須加快合作腳步，而台灣願意貢獻自己，一起照顧所有人類的健康。Taiwan can help是我們正在實踐的目標。
